Rules for Use of the Information and Library Service
of the Kazakh National University of Arts

  1. General rules

    The Terms of Use (hereinafter referred to as the Terms) of the Information and Library Service (hereinafter referred to as the Library) of the Kazakh National University of Arts (hereinafter referred to as the University) have been developed in accordance with the Model Regulations "On the Library of a Higher Professional Education Organization," approved by Order No. 827 of the Ministry of Education and Science of the Republic of Kazakhstan dated August 17, 2000; the Library Regulations; and the University's regulatory documents.
    Order No. 827 of the Minister of Education and Science of the Republic of Kazakhstan dated August 17, 2000, "On Approval of Librarianship Documents for Libraries in the Education System," and Order No. 44 of the Minister of Education and Science of the Republic of Kazakhstan dated January 19, 2016, "Rules for the Formation, Use, and Preservation of Library Collections in State Educational Organizations."

    1. The Terms of Use define the procedures for organizing reader services, access to book collections, and the rights and responsibilities of readers and the Library.
    2. The Library's operating hours are determined in accordance with the schedule approved by the Rector of KazNUA.
    3. Amendments and additions to these Rules are approved by the Rector of the University.
  2. Main objectives
    1. The library's contribution to the development of the university as a center of culture, education, and science with a continuous education system that meets modern global standards; ensuring access to domestic and international resources for faculty, students, and pupils; providing high-quality library services; and supporting the educational process;
    2. Selecting and storing textbooks, educational, methodological, and scientific literature relevant to the university's profile; promoting and popularizing literature with high spiritual and moral values;
    3. The library collection is the property of the university, and therefore is the property of the Republic of Kazakhstan and is protected by the state;
    4. The library indexes textbooks, dissertations, articles, author's abstracts, and other literature in accordance with the UDC/BBK systems;
    5. The library serves readers in accordance with the university's operating regulations, with the exception of the cleaning day (the last Friday of the month);
    6. Faculty members, doctoral students, master's students, university and college students, teachers, students and school staff are registered in the library as readers.
  3. Readers' rights
    1. Every user has an equal right to access library resources;
    2. Receive comprehensive information about the library's collection and assistance in finding and selecting information sources;
    3. Use bibliographic and reference services;
    4. Receive copies of excerpts from publications for educational and research purposes in accordance with the Law of the Republic of Kazakhstan "On Copyright and Related Rights" dated June 10, 1996, No. 6-I (Article 20, paragraph 2);
    5. View exhibitions of new publications added to the library's collection;
    6. Extend the loan period for printed publications if there is no demand from other readers;
    7. Use computers installed in the reading rooms, receive advice from librarians while working on the computer and searching for necessary information, and use available computer programs.
  4. Readers' responsibilities for the ethical use of library and information resources

    The ethical use of library and information resources is based on the principles of respect for intellectual property and the reliability of information.

    Library users are obligated to:

    1. Comply with the Library's Terms of Use;
    2. Respect copyright and content licensing (Creative Commons, open resources);
    3. Do not copy, distribute, or publish materials without citing the source or providing a hyperlink;
    4. Use electronic resources (databases, catalogs, e-books) within the established access rules;
    5. Treat library staff and other visitors with respect; avoid behavior that interferes with the work or study of other users;
    6. Observe safety precautions;
    7. Treat printed and electronic publications and other material assets obtained from the Library's collection, furniture, and technical equipment with care; comply with technical specifications when using audiovisual materials and electronic media;
    8. Upon receipt of printed publications and electronic materials, any defects discovered must be reported to the librarian;
    9. Return literature strictly by the designated deadlines; at the end of the academic year, return all literature on hand to the library by July 1;
    10. Debtors may be deprived of the right to use the University Library;
    11. Readers must re-register with the library annually. Readers who have not re-registered with the library will not be served;
    12. Readers responsible for the loss or damage of publications must replace them with identical publications or publications recognized by the library as equivalent in accordance with the year of publication of the last three years, taking into account the market value;
    13. Parents or guardians of minors are responsible for the loss of documents and materials from the library collection or for irreparable damage caused by their parents.
    14. Upon leaving the university (graduation, expulsion, academic leave, dismissal), readers are required to return their library card and all documents borrowed. Library staff, if there are no outstanding balances, will sign a release form in text or electronically via the Platonus system.
    15. Readers who violate the terms of use or cause damage are liable in accordance with current legislation of the Republic of Kazakhstan and the IBS Rules for Use.
    16. Readers are prohibited from:

      1) transmitting information that violates moral and ethical standards;
      2) transferring library cards to others or using other people's library cards;
      3) entering the library wearing outerwear or using mobile devices in violation of ethical standards;
      4) changing computer settings, implementing new programs, or arbitrarily connecting or disconnecting any computer equipment; using the internet for commercial purposes or viewing information that violates the laws of the Republic of Kazakhstan; downloading audio and video information or software from the internet that is not educational in nature and does not comply with the educational institution's curriculum; or sending information via electronic communication channels.

  5. Library rights
    1. Regularly monitor the return of documents loaned to patrons (books, textbooks, other printed/electronic publications, library cards, etc.);
    2. Serve patrons and issue documents only after: re-registration at the beginning of the academic year and display of all borrowed literature, and receipt of a previously loaned document from the patron whose term of service has expired;
    3. Determine the amount of compensation for damage caused to the library by patrons and receive it;
    4. Suspend patrons' service privileges for a specified period for violation of the Library Rules.
  6. Library responsibilities
    1. Conduct its activities in accordance with the Information and Library Service Regulations and the current Rules for Use of the Information and Library Service; and the University Code of Corporate Ethics;
    2. Serve readers by ensuring the exercise of their rights in library departments;
    3. Provide high-quality and prompt service to library users, in accordance with their demands and needs;
    4. Maintain a high level of ethical standards in working with readers;
    5. Provide readers with free access to library collections and provide them for free temporary use;
    6. Inform readers about all library services available to readers;
    7. Provide consultations and assistance in selecting and searching for information sources;
    8. Familiarize readers with the basics of library, bibliographic, and information culture; promote the development of skills in searching, evaluating, and analyzing information;
    9. Promote knowledge of the ethical use of library and information resources, develop a culture of reading, scholarly integrity, and respect for the work of authors.
    10. Ensure appropriate sanitary and hygienic conditions for the storage and rational use of library resources, the placement and storage of documents, and material and technical equipment;
    11. Ensure the library's operating hours comply with the internal work regulations of the university, college, or school.
  7. The procedure for registering readers
    1. Library reader registration is available both electronically and traditionally (using a library card).

      To register, readers must have:
      — Students – student ID, two 3x4 size photographs;
      — Faculty, part-time teachers, and graduate students – identification, a certificate from the HR department, and two 3x4 size photographs;
      — Parents – identification, a 3x4 size photograph;

    2. When registering at the library, readers must be familiar with the Library Information Service Rules and must confirm their consent to the obligations specified therein by signing the library card;

    3. Library services are provided only with library cards;
    4. Readers must re-register annually in September.
  8. Rules for using the subscription
    1. Publications may be borrowed for home use through the Circulation Desk;
    2. Documents from the Circulation Collection issued to readers are limited in quantity and duration of use, and are differentiated as follows:

      — Educational literature is issued for one semester;
      — Methodological literature is issued for one month, or, if sufficient copies are available, for the duration of the relevant subject;
      — Scientific and fiction literature – no more than 5 copies for a period of 15 days;
      — Publications (sheet music, periodicals) for lessons issued per class are returned the same day or the following day by 10:00 a.m. Failure to comply with this rule will result in the loss of library service for a period of two weeks;

    3. The Circulation Period may be shortened if a book is available in a single copy or is in high demand;
    4. After the deadline, the librarian notifies the patron of the need to return the documents within 10 days. If the documents are not returned to the library by this time, the librarian sends a written request to the department, class teacher, or parents (or guardians) regarding the need for return;
    5. Procedure for Providing Students with Textbooks and Educational Materials:

      — Students are provided with textbooks in accordance with the applicable instructions;
      — At the beginning of the school year, textbooks are provided by teachers of grades 1-4, by class teachers of grades 5-11, or by teachers of the corresponding subjects;
      — The fact that textbooks are handed out to a teacher is recorded in the library's textbook checkout log;
      — Middle and high school students sign for each borrowed textbook on the book form and hand it to the librarian. Book forms with records of borrowed textbooks are kept in the student's borrower's log. Students (debted or unregistered) receive textbooks from the librarian only in extreme cases;
      — At the end of the school year, students are required to return all textbooks to the teacher. Students are responsible for checking out necessary summer study materials by noting them on the book form.
      — Students leaving school must return their textbooks to the librarian in person. Students must return all literature they have on hand to the library before graduation.
      — Educational and methodological kits (EMK) for classwork are provided for the entire school year under the personal responsibility of the classroom teacher.

  9. Rules for using the reading room
    1. Pre-release and limited-edition, rare and valuable, reference, periodical publications, and electronic media are available for use only in the reading room;
    2. Readers must return all borrowed publications before leaving the reading room;
    3. It is prohibited to remove printed and electronic publications and other valuables from the reading room collection;
    4. The use of personal electronic devices is permitted;
    5. Individual or group work is permitted in the reading room.
